Yuyao District

Yuyao is located in East Zhejiang on south part of the Yangtze River Delta and belongs to Shanghai Economic Zone. With Siming Mountains on the South and Hangzhou Bay on the north it is 40 km away from Ningbo, an international port city, on the east and 120km away from Hangzhou to the west. It has a total area of 1527 km2 and 22 towns (townships) under its jurisdiction with the population of 830,000.

Since reform and opening up to the outside world the economic construction and various social undertaking of Yuyao develop very rapidly. A new economic structure has been formed in the city with the agriculture as its basis, the industry as its leading force. The national economy of the city develops at the rate of around 15% every year and in 2001 the gross domestic product (GDP) of the city reached RMB 16.3 billion and its financial revenue RMB 1.38 billion. It is one of the top 50 counties (cities) with strong comprehensive economic strength among over 2100 counties (cities) in China. It has primarily formed the local industrial system with electronic and electric appliance, machinery and instrument, mould and plastic as its three major industries and fine chemical industry, electromechanical products and new material as its new leading industries. In 2001 the whole city reached the total industrial output of RMB 51.3 billion and its total industrial output ranked the sixth place in the province.

The opening economy of Yuyao develops rapidly. In 2001 the export delivery volume of Yuyao reached RMB 10.6 billion and the self-operated export volume USD 450 million. There are 17 categories and about 1000 sorts of export products, of which the electromechanical products cover 74.7% of the total export. The products are exported to 108 countries and regions. The business people from both at home and abroad come to invest in Yuyao one after another. Up to now Yuyao has approved 731 foreign funded enterprises accumulatively with the total investment of USD 1.52 billion, registered capital of USD 870 million and foreign investment of USD 580 million including 496 joint ventures, 33 co-operative ventures and 202 solely foreign owned enterprises. The investment is from over 20 countries and regions. Over 50 enterprises have been set up and put into operation in Zhejiang Far East Industrial Park which is solely invested and developed by Taiwan Business people. The Economic Development Zone and sixteen township industrial parks are improving themselves for absorbing more foreign investment and achieving a greater success.

Yuyao Economic Development Zone of Zhejiang Province

Yuyao Economic Development zone was set up in 1992 and is one of the first provincial grade economic development zones approved and set up by Zhejiang Provincial People's Government. It is combined with Yuyao Zhedong Economic Development Zone in January, 2002 and set up as a new Yuyao Economic Development Zone of Zhejiang Province. The zone with the planned total area of 23.12 square kilometers is divided into three sections, which are located in Western, Southern and Eastern parts of Yuyao proper respectively. Yuyao New and High-Tech Industrial Park of 1.7 square kilometers and Zhejiang Far East Industrial Park of 2.2 square kilometers are located in the zone. Up to end 2001 a total of 853 projects have been introduced into the zone with a total investment of RMB 6.285 billion including 161 foreign-funded projects with total investment of USD 382 million, contract volume of foreign investment of USD 198 million and actual utilisation of foreign investment of USD 1 million. In 2001 the gross industrial output reached RMB 5.58 billion, the export volume RMB 1.84 billion and self-operated export volume USD 136 million. At present the development of the western and southern parts of 10.91 square kilometers has been basically completed. In order to expand its development space and seize the new opportunity to further opening up to the outside world it has newly developed 9.1 square kilometers of the new district in the eastern part of the city. The new district is adjacent to China Light Industrial Mould Town and China Plastics Town. The new district has satisfactory geographic location and convenient transportation facilities with the connecting line to the expressway and the main road of the city going through the district. As per the three major functions of business, living and holiday-making with the planned 2.2 square kilometers for public facilities, 1.8 square kilometers for living and 2.0 square kilometers for industrial projects the new district will be comprehensively used for industry, living, commerce, warehouse, culture, education, health, trees, road and square, etc. The new district will be built into a component part of the city with high standard, attractive and prosperous business, convenient transportation facilities and satisfactory environment.

The Tenth Five-Year Plan of Yuyao City

By the end of Tenth Five-Year period the major objectives of the national economy and social development of Yuyao City are as follows:
--- Keep rapid economic growth. The GDP, with an annual increase of 10%, will reach RMB 24 billion as per the calculation of the price in the Year 2000 and the GDP per person about RMB 28,000.
--- Optimize and upgrade the industrial structure. The effective agriculture will obtain obvious results, the industrial advantages continue to be enhanced and the proportion of the service sector continue to be increased. The structure of the three industries will be adjusted to 9:61:30.
--- The urbanization will become more obvious. The population at the central city will reach about 250,000, the constructed area over 30 square kilometers and the urbanization 50%. The proportion of the labor force in the non-agricultural sector will be about 70% of the total employment of the city.
--- The reform and opening up to the outside world has brought about new advantages. The export delivery rate of the city will be over RMB 20 billion, the self-operated export volume over USD 700 million and the actual utilization of the foreign investment for the total five years about USD 300 million.
--- The creative ability in science and technology will be improved considerably. The proportion of the new and high-tech industry to the total industry will be over 20% and the proportion of various professional and technical personnel to the total population over 4%.
--- The people will be living in a better way.The income of the average town and rural residents will increase by 5% annually and Engel factor will drop to about 0.4.
--- An all-round progress will be made in the city.The enrolment ratio to the education of higher learning will reach 20%; The total population of the city will be controlled around 840,000; The forest coverage be 47% and the total volume of pollutant discharge drop by 10%.
