1. Location
Only 4 kilometers from the city center, Ouhai economic development zone is
located on the south of the urban area of Wenzhou city. Wenzhou railway station
of both passenger and freight transport is near to it. The 104 national way and
Ouhai road run across its hinterland. To the east, it extends to the Wenzhou
airport and Wenzhou port .The transportation is very convenient
2. Overall Planning
The development zone is developed from Wutian industry zone and was founded
on Sept 29th, 1992. On August 9th, 1994, it was allowed to become a
province-class economic development zone by the Zhejiang People's Government.
The area of it is planned to be 8.4 square kilometers which is divided into two
function sections. One is industry section, the other is commercial trade
section. And the industry section can still be divided into 3 smaller ones: the
northern one is high-technology industry section, the middle one is common
industry section and the southern one is foreign investment and export industry
section.

3. Construction
a. Infrastructures By the end of 1997, the first-period area of 1.5 square
kilometers has almost been exploited. A new industry city came into being. The
exploitation of the second-period area of 2 square kilometers has been permitted
to start. Some projects have begun. For 5 years, 6500 million Yuan have been
invested. And the construction area has reached 720 thousand square meters
b. Industry Development By the end of 1997, 61 projects have been introduced
among which are 254 industry projects. Two thousand and five hundred million
yuan and 31million dollars have been attracted. One hundred and fifty-four
enterprises have put into production. The industrial output value of 1500
million yuan and foreign trade export of 450 million yuan have been
accomplished, 47% and 24% higher than those of last year respectively. It is
becoming a new economic spot and a window to the world. Among these enterprises,
there are some which have certain scales and good benefits such as Orient Light
Industry Co.Ltd. Yatai Leather Co.Ltd., xintai Optical Glasses Co.Ltd., Hui
shunDa Industrial Trade Company, Yuda shoes Company and so on. And with more
than 100 million Yuan investment, the construction of factory buildings on a
glasses production base which is more than 100 mu has almost been finished.
After their being totally put into production, the annual output value will
reach 500 million yuan.
c. Development of Tertiary Industries The development zone focuses on
industry, foreign investment and export projects which can bring good profits
and mainly develops some industry enterprises which are with certain scales,
high technology and open to the world. At the same time, tertiary industry
enterprise projects have also been introduced and the combination of industry
and trade has won initial success. At present, the accomplished ones are Wenzhou
furniture market, Wenzhou ornament material market, Xinxin industry and trade
building, transportation company and etc.. The being built ones are post and
telecommunication building, call-seeking center, motor repair center and etc..
And the ones which are to be built are Wenzhou shies market and Wenzhou
entertainment world. Simultaneously, some social service projects come into
usage such as Wenzhou Yuying international school, Wutian No.2 middle school,
Health and Happiness center and so on. Because of the improvement of necessary
equipment, rapid progress of development and high enthusiasm of investors, the
rent of land has increased from 70 thousand yuan per mu to 180-220 thousand yuan
per mu.
4. Management and Service
a. Preferential policies During the course of development and
construction, the administration committee make full use of relative policies
the work out a series of preferential policies and measures. One continuous line
of services will be offered. All formalities of investment projects will be
usually went through within one month. What's more, thee decision of rewarding
for introducing investment and overproducing has been made.
(1) The productive enterprises which are invested by foreigners will pay only
15% income taxes. And those which will be run for more than 10 years will share
such a policy that pay no income taxes for 2 years and pay half of income taxes
for 3 years since thee year that profits are made.
(2) Foreign investment enterprises which invest more than 5000 thousand yuan
and use land of more than 10 mu and enterprises whose products win high fame in
provinces and departments will pay for land 20% lower. The money will be
returned after these enterprises are put into production.
(3) When enterprises in the zone apply to financial institution for loans,
they can use land which they have right to use and their rights and interests in
assets to mortgage and warrant.
b. Reward measures
(1) When foreign investment actually reaches 0.5 million to 1 million dollars
or domestic investment actually reaches 10 million to 20million yuan, 0.15
percent of the money will be awarded to their recommendatory person.
(2) When foreign investment actually reaches more than 1 million dollars or
domestic investment actually reaches more than 20 million yuan, 0.2 percent of
the money sill be awarded to their recommendatory person.
(3) If projects are confirmed to be of high technology and great benefits by
a committee of sciences above province-class, the recommendatory person of
foreign investment one which are actually with more than 500 thousand dollars or
the domestic investment ones which are actually with more than 5 million yuan
will be awarded 0.25 percent of thee actual investment.

the ninth-5-year plan is to accomplish industrial output values of 7 billion AE)
yuan, domestic output value of 4.5 billion AE) yuan, foreign trade export of 0.3
billion(AE) dollars and construction area of 900 thousand square meters. What's
more, foreign investment of 0.1 billion(AE)dollars will be used and the input of
fixed assets will add up to 2.5 billion(AE) yuan. The progress of spiritual
