(1) To carry out the policies, rules and laws of the state on foreign trade, economic cooperation and foreign investment; to work out the polices to promote the foreign trade and economic cooperation of Zhejiang province and the development of foreign investment; to be consigned to draft out the local regulations concerned and rules of law which will be brought into effect after discussion.

(2) To work and carry out the middle and long term plan and development strategy of foreign trade in Zhejiang province; to supervise and analyze the macroscopic conditions of foreign trade of the province putting forward such advice as gross balance and structure adjustment, etc; to supervise the symposiums, trade fairs and exhibition fairs; to check and declare the management right of foreign trade.

(3) To instruct the import and export products and processing trade of the whole province; to supervise the quota and license of import and export products; to approve and authorize the establishment of branches in Zhejiang province of foreign trade agencies and agents from overseas, Taiwan, HK and Macao.

(4) To administrate the import and export of electronic and mechanical products as well as its public bidding invitation; to supervise the construction of exporting and producing system of electromechanical products and the technology renovation and the export of high technological products of foreign trade enterprises.

(5) To supervise the opening of the service trade of Zhejiang; to research and spread new types of trade system and responsible for the Stat. of service trade; to supervise the ads of export products; to be responsible for the international freight agencies in Zhejiang province checking their management rights and reporting it to the upper leadership.

(6) To participate in the establishment of middle and long term plan of foreign investment of the whole province mentioning the scope, direction of guiding of the industry; to plan to attract more investment; to be responsible for the construction of websites attracting investment.

(7) To exam and approve the contracts and rules as well as their change of Sino-foreign joint ventures and cooperative enterprises; to exam and approve the establishment of foreign investment companies; to be responsible for the import of techniques and equipment; to exam and approve the import and export license of foreign investment companies; to organize and harmonize the united annual check to all foreign investment companies of concerned provincial departments; to supervise and to be responsible for the import and export of foreign investment companies.

(8) To supervise the work of development zones of the whole province; to harmonize and supervise the operation of provincial development zones, export and processing zones and national tax-protection zones in Zhejiang; to exam and approve the establishment, withdraw and regional adjustment of Economic and Technological Development Zones.

(9)To research and formulate the development schedule, management methods and concerned steps of overseas investment; to be responsible for the approval and management of overseas investment projects and institutions.

(10) To be responsible for the international cooperation, such as the contracted projects overseas, labors cooperation and design and consultation projects with other countries and regions ,etc;to exam and approve the overseas projects, such as the labors cooperation, design and consultation and contracted projects; to be responsible for the annual check of the license of the labors sent overseas; to be responsible for the economic and technological aids to the other states or provinces and for the accept of multilateral and bilateral aids; to supervise, exam and harmonize the implement of aid foreign projects and international aid projects.

(11) To be responsible for the run of foreign trade export development fund, hypothecation fund and export promotion fund for the enterprises of middle and small scope; to supervise the financial accounting of foreign trade; to be responsible for the promulgation of information and statistics of foreign trade and provide the information consultant service; to be responsible for the standardization and informatization of foreign trade.

(12) To supervise the renovation of all foreign trade enterprises of Zhejiang Province and exam and approve the employees of state-owned enterprises to hold stocks.

(13) To be consigned to report or approve to organize foreign trade and economic delegations to go abroad and deal with the invitation from foreign businessmen; to be responsible for the reception of the trade delegations coming from the other countries.

(14) To be responsible for foreign trade related to Import and Export Inspection and Quarantine Bureau, customs, banks and Foreign Trade Promotion Committee.

(15) To undertake other work assigned by the provincial government.
