(1) It shall implement the laws, regulations and policies of the party and the state concerning the administration for counter-smuggling, coast defense and seaport; draw up, organize and implement the local laws and regulations concerning the administration for counter-smuggling, coast defense and seaport as per commission; and work out, organize and implement the development plan, work plan and detail policy of the province concerning the administration for counter-smuggling, coast defense and seaport.

(2) It shall organize, instruct, coordinate, check and supervise the counter-smuggling, coast defense and seaport of the province; investigate and collect relevant information, promote experience, and study countermeasures to provide reference for the decision-making of the provincial committee and government.

(3) It shall organize and coordinate the strike and joint-activity on the sea against various illegal activities such as smuggler and stowaway; instruct, investigate and deal with smuggle, major cases on trafficking in smuggled goods, prominent cases and difficult cases, and deal with accidents and emergency.

(4) It shall carry out the promotion of counter-smuggler and counter-stowaway; organize the investigation on counter-smuggle; implement the comprehensive management, and organize the training on administration for counter-smuggling, coast defense and seaport.

(5) It shall cooperate with the relevant departments to coordinate the coast security.
(6) It shall study and perfect the administrative system for coast, compile the development plan of the province on opened seaport I and II and the application of open and close of seaport; inspect and supervise the supporting works on seaport plan, construction and technical renovation; coordinate and handle the work concerning foreign relations and organize to arbitrate the disputes concerning coast affairs; and organize and coordinate the construction of customs clearance of the province.

(7) It shall ake charge of statistics and comprehensive analysis on information concerning the administration for counter-smuggling, coast defense and seaport; and perfect the announcement system.

(8) It shall implement the other duties as commissioned by the provincial government.
