Hangzhou Economic and Technological Development Zone (hereinafter referred to
as HETDZ) is a state-level development zone approved by the State Council in
April 1993. With a jurisdiction area of 104.7 square kilometers, it currently
has an established area of 34 square kilometers and a population of 200,000.
HETDZ has set three targets of constructing ¡°an international advanced
manufacturing base, a university town of the new century and a gardenlike
ecotypic city sub-center¡±, and is vigorously implementing the strategy of
¡°vitalizing the zone through industry, strengthening the zone through science
and education, and maintaining the zone through environment¡±. At present, HETDZ
has become a crucial base to develop modern industry, export-oriented economy as
well as higher education and scientific research in Hangzhou and even in
Zhejiang. In terms of comprehensive development level, HETDZ is among the top 15
in 49 state-level development zones. In 2004, HETDZ was appraised to be the one
with the best investing environment in China¡¯s 75 city development zones by
Japan Trade Vitalization Organization.
¡øInternational advanced manufacturing base
Bearing the concept of ¡°bringing profits to investors and assuring success
for entrepreneurs¡±, HETDZ intensifies the efforts to invite investment and to
develop and strengthen itself as an advanced manufacturing base. Thus far, HETDZ
has attracted 390 foreign-funded enterprises from 30 countries and regions. The
contracted foreign capital has reached US$3.7 billion, and the actual use of
foreign capital has amounted to US$1.7 billion; HETDZ has also attracted 248
domestic investors, with a total investment of £€15.5 billion. Among them, 24
enterprises on Fortune's Top 500 list have invested in 38 projects in the
development zone. In April 2004, Hangzhou Export Processing Zone, Zhejiang was
established in HETDZ as one among the first batch of national trial units. In
May 2005, HETDZ was approved to be the National (Hangzhou) Computer and Network
Product Industrial Park by the Ministry of Information Industry.
As one of the biggest mobile telecommunication manufacturing bases in China,
HETDZ hosts the manufacturers of mainframe and accessories such as Motorola,
Eastcom, Mitsubishi, Foxconn and Huayu Electronics. Toshiba has established its
global laptop manufacturing base with an annual capacity of 2.4 million sets in
the zone. As Zhejiang¡¯s medical industry manufacturing base focusing on genetic
engineering, natural medicine and preparation and medical equipment, HETDZ has
introduced a batch of manufacturing enterprises and research centers such as
Jiuyuan Gene, Allergan, Kanglaite, Terumo, Asahi Kasei medical and Zhejiang
University Pharmaceutical Company. Panasonic is establishing its largest
electrical household appliance manufacturing base in China, Panasonic Hangzhou
Industrial Park, in the zone, with an investment of US$240 million and a
construction area of 240 thousand square meters. It is also the largest beverage
manufacturing base of Zhejiang Province, with three well known brands: Coca
Cola, MasterKong and Wahaha.
In 2004, HETDZ achieved a regional gross product of £€13 billion, a gross
industrial output value of £€50.4 billion, and a foreign trade and export volume
of US$2.54 billion, ranking the 11th, 9th and 7th respectively among the 49
state-level development zones countrywide.
¡øUniversity town of the new century
Vigorously implementing the strategy of ¡°strengthening the zone through
science and education¡±, HEDTZ has established Xiasha Higher Education Park, the
largest in Zhejiang Province. The overall plan for Xiasha Higher Education Park
is an area of 10.91 square kilometers with 15 higher education institutions and
a total of 150 thousand students. After 5 years¡¯ construction, Xiasha Higher
Education Park has been put into use. At present, there are 14 higher education
institutions with 120 thousand students, such as China Jiliang University,
Zhejiang Sci-Tech University, Hangzhou University of Electronic Science and
Technology, Zhejiang Gongshang University, Zhejiang College of Finance &
Economics and Zhejiang College of Media and Communications. With the backing of
Xiasha Higher Education Park, the Administrative Committee of HETDZ is making
great efforts to create a platform integrating industry, education and research,
to construct the Science and Technology Park of Higher Education Institutions
and the Returned Students Innovation Park, to establish a platform fostering
mutual development of the 15 higher education institutions and over 700 modern
manufacturing enterprises, to actively cultivate and develop knowledge-based
economy and technology-intensive industry with its own characteristics, and
striving to enhance the core competitiveness of HETDZ.
¡øGardenlike ecotypic city sub-center
In accordance with the strategic target of ¡°constructing a metropolis,
creating a new heaven¡±, the east part of Hangzhou, with an area of 178 square
kilometers and HETDZ at the center, is the sub-center of the city (that is,
Xiasha New Town). It aims to build a gardenlike ecotypic modern new town with
high and new technology industry and advanced manufacturing industry as its
foundation, integrating functions like education and scientific research,
business and residence. To achieve this target, HETDZ is undergoing a strategic
shift from construction of zone to building of town, actively promoting the
process of urbanization, and strenuously cultivating and developing the
functions of cities and towns. Currently, several crucial infrastructure
facilities are being constructed such as the central administration and business
district of Xiasha New Town (8 square kilometers), as well as the track traffic,
throughway and fast bus route that link Xiasha and the city proper. By
completely utilizing the tourist resource of 13-kilometer long Qiantang River,
HETDZ is to construct the largest ecological wetland park in the east part of
Hangzhou, and plans to build a large ecological residential area along the river
that can accommodate 150 thousand residents. Meanwhile, some large-scale
commerce and trade facilities, such as Frid Culture Plaza, Huayuan 16 Blocks,
Xizi Yangguang Mall and Jinchi Commerce and Trade, will be established. All
these will help to improve the image and functions of HEDTZ in an all round way,
so that it will become a modern, international and people-friendly city
sub-center. |
