Hangzhou Zhijiang National Tourist and Holiday Resort (hereinafter referred
to as ZNTHR) is one of the 12 state-level tourist and holiday resorts set up
upon the approval of the State Council in October 1992. The resort, covering an
area of 9.88 square kilometers, lies southwest to Hangzhou city proper, north to
Qiantang River and south to Wuyun Hill. The resort accommodates three theme
projects, including the Song Dynasty Town, Future World and Hangzhou West Lake
International Golf and Country Club, and a batch of holiday resort units such as
Jiuxi Rose Garden.
The Party Committee, Work Committee and Administrative Committee (hereinafter
referred to as the committees) of ZNTHR are the agencies of Hangzhou Municipal
Party Committee and Hangzhou Municipal Government. The committees exercise
unified leadership, unified planning and unified administration at ZNTHR on
behalf of Hangzhou Municipal Party Committee and Hangzhou Municipal Government.
In September 2002, the committees merged with Xihu District Party Committee
and Xihu District Government and started to adjust the administrative system to
“two organs led by one group of officials, hold relevant posts and exercise
respective functions”.
The functions of the committees include:

To put into practice the important decisions and working plans of the Municipal
Party Committee and the Municipal Government. To implement the Party’s
leadership and supervision at ZNTHR on behalf of the Municipal Party Committee.

To make the overall program, economic and social development plan of ZNTHR, as
well as to implement the plan under the approval of the Municipal Party
Committee and Municipal Government.

To draw up and implement administrative regulations of ZNTHR in accordance with
law.
●
To be responsible for land planning, acquisition, allocation and the grant or
transfer of land use of ZNTHR. To approve and issue the “certificate for the use
of state-owned land”, and implement the management of cadastre and land
registration.

To be responsible for the planning work and its implementation of ZNTHR, in
accordance with the overall urban planning of Hangzhou. To verify construction
projects, supervise and examine planned projects and to approve and issue “Site
Selection Intention for Construction Projects”, “Permit of Land Use for
Construction Projects” and “Permit of Construction Projects”.

To manage the construction projects of ZNTHR. To approve and issue “Permit of
Construction Projects” to the construction projects in ZNTHR.

To be responsible for the planning and implementation of landscape forestation,
environmental protection and supervision at ZNTHR. To compile environmental
protection planning of ZNTHR and submit it to the higher authority for approval.
To examine and approve environmental protection design and engineering, and to
approve and issue “Permit of Construction Ensuring Environmental Protection”,
“Certificate of Inspection of Environmental Protection Facilities” and “Permit
of Pollutants Disposal.”

To be responsible for the management of real estate development, house property
right, property registration as well as real estate trade market and property
management. To examine and approve certificate of real estate ownership and
“Permit for the Presale of Commercial Residential Apartments” of ZNTHR.

To be responsible for unified planning, construction and management of
infrastructure and public utilities in ZNTHR.
● To
be responsible for the management of financial budget and final accounts, the
management of state-owned property, the supervision of financial accounting, and
to cooperate in the work of tax administration in ZNTHR.

To be responsible for the work of statistics, pricing, auditing, personnel
management, labor management and social security as well as regional affairs
administration of ZNTHR.
●
To examine and approve or verify and report to the higher authority the
investment projects in ZNTHR in accordance with the designated rights.
●
To manage tourism, foreign economic and technological cooperation and other
foreign activities. To deal with foreign matters.
● To
manage public affairs such as culture, education, science and technology, public
health, family planning, civil affairs, and physical education at ZNTHR.
●
To coordinate and supervise the work of branches or agencies set up by the
relevant departments in ZNTHR.
●
To exercise other administrative rights authorized by the Municipal Party
Committee and the Municipal Government.
