Wenzhou Economic and Technological Development Zone (hereinafter referred to as WETDZ), the only state-level development zone in south Zhejiang Province, was approved on March 16, 1992 by the State Council. In 1998 and 2000, the provincial-level Wenzhou Hi-tech Industrial Park and Binhai Park of WETDZ were established in succession. A pattern of ¡°one zone with three parks¡± and a management system of ¡°three parks integrated into one¡± was formed. WETDZ has a planned area of approximately 40 square kilometers.

Since its establishment, WETDZ has been continuously optimizing its development environment, enhancing its level of development, construction and the degree of opening up to the outside world. The economic and social development has made great achievement. Businessmen from over 20 countries and regions have come to invest and establish businesses in the zone. Among them, individually-run enterprises are especially active. Up to the end of 2004, a cumulative total of 1,007 projects were introduced into the zone, and investment reached £¤16,878 million. Among the projects, 249 are from overseas enterprises, with a total investment amounting to US$1,142 million, the contracted foreign investment reached US$408 million, and the actually utilized foreign investment totaled US$155 million. An industrial pattern with certain regional features and traditional industries including garment, leather shoes, eyeglasses, and pen making and hi-tech industries including mechanical and electronic integration and bio-medicine coexisting has been formed. In 2004, the regional GDP of WETDZ reached £¤6,635 billion, the gross industrial output value amounted to £¤16,575 billion, and the gross fiscal revenue reached £¤1,082 billion. The indices of comprehensive environment for investment of WETDZ ranks among the top 20 in state-level development zones countrywide.

In the future, WETDZ plans to use another 5 years to complete the development and construction of ¡°one zone with three parks¡±, to build WETDZ into a window of Wenzhou¡¯s opening up to the outside world, a demonstration base of industrial upgrading and innovation, an incubator center for high and new technology as well as a new development dimension for industrial economy. An open, comprehensive and modern new economic zone is rising along the coast of East Sea.
