River Delta Overview Cixi is located in the Yangtze
River Delta which is in the middle of the Chinese coastal line and covers
Shanghai and parts of Zhejiang and Jiangsu.
Near
the estuary of Yangtze River, the biggest one in China.The climate of Yangtze
River Delta is subtropical monsoon one with mild temperature. With fertile soil
suitable for planting and ploughing, it is a land of rice and fish and famous
for silk. What is more, it is abundant in aquatic products too, with Zhoushan
Fishery, Lusi Fishery and Yangtze Estuary Fishery in the vicinity. The
importance of the Yangtze River Delta lies on its other geographic advantages,
too. It is both the hub of water communication and Gold Coast in China with
1000km of coastal line and 600km inland navigation line along which are located
Shanghai,Ningbo,Zhoushan,Nanjing and Zhenjiang etc. From there, vessels can
reach the ports of over 160 countries and areas with Shanghai as the centre of
the modernised network. The Delta covers the whole area of 1.8million kilometres
with the population of 350 million. The main agricultural products produced
covers the half of national output and the market is quite potential.
The Yangtze River Delta is quite strong in economic
power and the most important manufacturing base in textile, mechanic and
electric products,steel and iron,and petrochemical products. The manufacturing
industry has been improved with the capacity of designing and developing and
with competitive quality and prices.
Since the opening and reform policy was introduced in
China, the emphasis has been laid, first and foremost, on the development of the
littoral region in the eastern China and the area along the Changjiang River,
which are opening up to the outside world. At the junction for those two
industrially intensive belts is located the Changjiang Delta, which accordingly
makes the delta in the lead in the advance of the whole area. Since 1990, the
Chinese government has determined to speed up the burgeoning of Pudong,
Shanghai, so as to turn Shanghai into an international center in economy,
finance and trade, which will therefore bring about an economic boom in the
Changjiang Delta and other area along the Changjiang River as well. As the
largest city in China and metropolis in the Far East, Shanghai is also an
important comprehensive industrial and research base in China that plays a vital
role in the national economy. Locate at the two wings of the delta, Jiangsu and
Zhejiang are two provinces in the mainland where rapid growth takes place in
economy, technology and culture. And they insist on the opening policy so as to
accelerate the advance towards export-oriented economy. All that makes many
cities in the area more and more attractive in drawing foreign investments,
including Ningbo, Nanjing, Suzhou, Hangzhou, etc.
According to the development blueprint for the
Changjiang Delta, by 2010, Shanghai will lay a solid foundation as an
international economic center; Ningbo will be turned into a modernized
international port city; Nanjing will lay a sound foundation as an international
metropolis; Hangzhou will virtually be turned into an international tourist
city; And similar goals are proposed for cities like Zhenjiang, Yangzhou,
Suzhou, Wuxi, Changzhou, Nantong, Shaoxing, etc. It is estimated by experts
that, within the following one or two decades, the Changjiang Delta is very
likely to grow into an extraordinary belt of metropolises, which can be compared
to that around Tokyo and Osaka in Japan.
EDZ
Overview The EDZ is 12km north to Cixi city proper linked by the continuation
of Hushan-Congshou highway and East Outer Loop of the city. Four north-south
highways, i.e. Lucheng-Andong highway, Hushan-Congshou highway, East Outer Loop
of the city continuation of the connecting highway to the Hangzhou-Ningbo
Expressway, Zhangshu-Xingpu highway along with three east-west highways, i.e.
No.329 National Route, Zhongheng highway and Hang-Zhou-Wan Bay Bridge Passage
are employed as the outer loop traffic network for the New Zone.

Industry City"
The general planned area including its controlled area of
the New Zone amounts to 120km2. Its east-to-west length is about 30km and
north-to-south about 4km.
The Zone is divided into 3 different function sections from the east to the
west.
The 60km2 middle section is for industrial development, including
12.7km2-start area. By the end of 2002, the part between the 8th Sea Bank
Highway and South Seaside Highway, which covers an area of 4.5 km2 has been
developed. The rest has been under construction and will be completed by the end
of 2003. Now another 20km2-area north to the 8th Sea Bank Highway is prepared
for development.
The 40km2 east section performs functions of economic, cultural and
administrative center as well as providing commercial activities, living,
leisure facilities and services comprehensively.
The 20km2 west section is for developing high-class resort villas, starred
hotels, golf course, wetland park and other facilities alike for leisure,
entertainment and tourism purposes.
The new zone faces the open sea
of Hang-Zhou-Wan Bay. It was reclaimed from sea early back in history. It is
flat and even in the whole area and 2.4m-4.5m above the sea level. Geological
layer is mainly composed of sandy and powder soil. The land's average bearing
capacity is 7.5t/m2.
Traffic Network Air: At
present it is 330km to Shanghai, 70km to Hangzhou Xiaoshan Int'l Airport and to
Ningbo Lishe Airport. Once Hang-Zhou-Wan Bay Bridge is completed it is 168km to
Shanghai Pudong Int'l Airport.
Sea: Now it is 70km from the EDZ to Ningbo Port. Ningbo Port has shipping
links with 553 ports in 88 countries and regions of the world. Regular container
liners go to HK, Taiwan, Japan, Southeast Asian countries, the Persian Gulf,
Northwest Europe, the west coast of North America and the east coast of USA.
Irregular freighters also serve the Singapore, Australian and other routes. When
Hang-Zhou-Wan Bay Bridge is completed Shanghai Port also will be a reasonable
choice for export and import.
Railway: Start using the Shushan Cargo Railway Station, Cixi, an ending point
is linked to the national railway network. It handles cargo arrival and
departure between Cixi and other parts in China.
Highway: The EDZ is 12km north to Cixi city proper linked by the continuation
of Hushan-Congshou highway and East Outer Loop of the city. Four north-south

Invest Environment: Infrastructure
Power Supply A 110KV transforming station will be installed, whose designed
capacity is 220KV. Cables and wires are laid under the ground.
Virescence The green coverage rate of the whole section exceeds 40%. The
green coverage rate of the factory is required to exceed 30%.
Water Supply Industrial water supply capacity 20,000 tons/day, specification
of main pipes for civil water supply is 800mm/1,000mm in diameter.
Highway in Zone The major highway is 50m wide,minor ones 36m and subsidiary
ones 16m.
Envirenmental Protection Industrial sewage treatment works will be set up
here. It extends conduits to each factory for mass treatment in order to protect
the vast mud flat. Now and forever we are determined to achieve development of
the New Zone at the cost of other than polluting the natural envirenment.
Thermopower One thermopower plant will be set up for massive supply.
Post & Telecommunication Post and telecommunication branches will be set
up here for our convenience and guarantee efficiency.
Industry
System
Cixi government and authority organs are of minimum staff, high
efficiency and probity and they have been adjusting and reforming their system
and administration in accordance with WTO. The policies and rules are clear to
the public and carried out uninterrupted. The social environment is safe and

takes more than 95% of the total production. In recent 4 years, the figure of
nongovernmental investment into technological renovation investment was about
RMB 10 billion yuan, which contributed to 90% of the total technological

Natural
Environment
Hang-Zhou-Wan Bay New Zone lies in the alluvial plain of the bay. As it
is mostly reclaimed from sea, it is flat and even. The foundation bearing
capacity is 7.5t/m2. It enjoys a Subtropical monsoon climate with four distinct
seasons. The New Zone is not in the earthquake area and free of the
disaster.
The average annual temperature is 16 Celsius degree while the average
temperature in the hottest July is 28 Celsius degree and the coldest January 3.9
Celsius degree. The average annual rainfall is 1,272.8mm. The record largest
precipitation is 1821.3mm. The average annual evaporation is 961.4mm. The
average annual sunshine is 2101.4 hours. The average annual wind velocity is
3.0m/s while the major wind is southeast wind.
