Survey of Huzhou Municipality
¡¡Huzhou is administrated by Zhejiang Provincial Government. It governs Wuxin
Section, Nanxun Section, Deqing County, Changxing County and Anji County. The
city covers an area of 5,800 square km with the population of 2.62milloins. The
population of city residents is 350,000. ¡¡As one of the 15 "First Planning
and First Developing" cities which are approved by the State Council to connect
Pudong Development Zone, Huzhou enjoys the advantage of geographical location
and economical base. ¡¡The South-west part of Huzhou located against Tian Mu
Mountains where there is the source of Huang Pu River. The North-east part of
the city lies on the Taihu Plain. The yearly average temperature is 15¡æ. The
average temperature in the coldest month (January) during the year is 3.1¡æ and
in the hottest month(July) is 27.9¡æ. The yearly precipitation is 1238.8mm. The
yearly average wind speed is 3.2m/s. The mainly wind direction is form the
south-east. ¡¡Huzhou is called Wuxin in the old days. It is one of the birth
places of the Chinese National Industry. The main industries are machinery,
electronics, textile, light industry, chemical and construction material.
Location
¡¡Huzhou is located in the north part of Zhejiang at the south bank of Taihu
Lake which is the third largest fresh-water lake in China. The city is 150km
(120km after the highway links up) away from Shanghai to the east, 86km away
from Hangzhou to the south, 110km away from Wuxi and 90km away from Suzhou to
the north, 220kin awayfrom Nanjing to the northwest. It is in the central part
of the Yangtze River Delta and Shanghai Economic Circle.
Communication
¡¡Surrounded by Shanghai city and the other three provinces ofJiangsu,
Zhejiang and Anhui, Huzhou is an important communication center both by river
and land.
¡¡By Land ¡¡The 318# National Road (Shanghai-Lhasa)lies across
Huzhou Economic & Technological Development Zone from the east to the west.
The distance from Huzhou to Shanghai is 150kms. ¡¡The 104# National Road (
Beijing-Fuzhou ) lies across Huzhou Economic & Technological Development
Zone from the north to the south, The distance from Huzhou to Nanjing is 220km
and to Hangzhou is 86km. ¡¡The highway from Shanghai to Huzhou which is a part
of the Shen-Zhe-Wan highway (Shanghai-Huzhou-Hefei) is under construction. It is
120km from Huzhou to Shanghai. The designed speed is 120km/hour. The whole
highway is planned to be joined up at the beginning of 2005. ¡¡The
Ning-Hu-Hang highway (Nanjing-Huzhou-Hangzhou) is totally 220km, while the 68km
Huzhou-Hangzhou part is available now. The whole highway is planned to be linked
up by the end of 2003.
¡¡By Rail ¡¡The railway in Huzhou isa main part
of the country's rail system. It leads to the main cities all over the country.
There are stations inside the Huzhou Economic & Technological Development
Zone for cargo and passengers.
¡¡By River ¡¡The Hu-Shen River
(Huzhou-Shanghai) is one of the most important rivers in the Yangtze River
Delta. It is attributed to the 4th class rivers inland China. The navigable
capacity for single vessel is 500tons. The annual transport capacity is
80,000,000 tons. It is ranked as "Oriental Little Rhein" because of its
importance.

¡¡Huzhou Economic & Technological Development Zone was
established in 1992 with the approval by Zhejiang Provincial Government. It is
listed as one of the nine major provincial development zones approved by the
State Council in 1997. By the year 2000, it is approved by the provincial
government to set up Zhejiang Hi-tech Industry Area inside the Zone.
Overall Plan
¡¡Huzhou Economic & Technological Development Zone is located in the
north-west part of the city, against the city downtown by river. The planned
area is 70 square km. It is devided into 6 sections: Fenghuang Industry and
Trade Section, Xisai Port Warehousing Section, Yangjiabu Heavy Industry Section,
Renhuangshan New Section, South Taihu Tourism & Holiday Center, Southwest
Industry Section.
Infrastructure
¡¡
¡¡There is completed infrastructure in the Zone such as
telecommunication bureau, postal center, transit station combined by rail, road
and river transportation with annual handling capacity of 1,100,000tons, thermal
power station supplying 600,000tons of steam annually, gas pipe system,
transformer substation, water mill of 100,000tons capacity and sewage treatment
plant. Inisde the Zone, Fenghuang Industry and Trade Section is well equipped
with electronic power, tele-communication (broad band), water, sewage treatment,
road, heating and steaming.
Adminstration Efficiency & Law Environment
¡¡Huzhou Economic & Technological Development Zone is a provincial
development zone approved by the Zhejiang Provincial Government. It is one of
the nine major provincial development zones in China approved by the State
Council with the provincial development authority. The Zone established a
complete serving and supporting system for investment. The Administrative
Committee of the Zone provides series service started from company registration,
construction to production. ¡¡Huzhou is one of the birthplace cities of the
modern national industry. It is also one of the earliest opening cities that
follow the opening policy since 1980s. It is more accustom to the market
economic system. The governmental departments works efficiently and have strong
consciousness of law. The social security is well in order.
Labor Force
¡¡The city's national education is on the top level in mainland China. Over
83% of the labors finished high middle school and mid-professional education.
Besides, with the advantage of being close to Shanghai, Hangzhou and Nanjing
