Located in the northeast part of Zhejiang province,Shangyu
is 62km away in west of Ningbo, 70km away in east of provincial capital
Hangzhou, Hangzhou Bay in north and Shanghai City on the opposite bank of
river, Shangyu Economic Development Zone is located in the flourishing
Shanghai economic circle. |

It occupies floor area
1427 square kilometers. Population reaches 780,000. Here belongs to
subtropical monsoon climate, warm and humid. Shangyu has a long history.
It set up the county in 222 BC. In 1992, county was cancelled and city was
set up. It is among the first batch of Open Coastal Cities approved by
State Department, Top 100 County (City) of Comprehensive Force in China,
and Advanced County (City) of Technology in China. |

Shangyu Economic Development Zone was set up in Oct. of
1992. In Nov. of 1993, it was assessed as provincial grade economic
development zone. The planned area is 37.85 square kilometers. Now 13.8
kilometers have finished constructing. Basic facilities inside the zone
are well furnished, adaptable for the investment of various projects. Now
more than 350 industrial enterprises have settled in the zone. Total
investment exceeds 10 billion yuan. Enterprises invested by 12 foreign
countries and areas amount to 160. USD 270 million foreign capital are
utilized. Sales volume of industry exceeds RMB 7.9 billion. A living area
of 2 kilometers is established, which has become an important part of
Shangyu City. About 50,000 people live here. |

Shangyu Economic Development Zone is separated by a
river with the city zone of Shangyu and connected with it by eight
bridges. Its location is in the middle of five large cities: Suzhou,
Shanghai, Hangzhou, Ningbo and Wenzhou. Its distance to Ningbo is 62km, to
Hangzhou is 70km, to Shanghai and Suzhou is 220km, and to Wenzhou is
250km. Hangzhou Bay Bridge built in 2004 starts from the crossing of
Shangyu-Sanmen Expressway and Hangzhou-Ningbo Expressway, and ends at the
traffic hinge of Shanghai-Hangzhou-Ningbo Expressway and
Zhapu-Jiaxing-Suzhou Expressway. The whole course of Hangzhou Bay Bridge
is 67 km, which shortens the distance between Shangyu and Shanghai by
90km. |

Development Zone has a plain land. Nominal height of ground is 5.2
meters above altitude of Yellow Sea. Soil texture of stratum is

Nominal height of ground
is 5.2 meters. Difference between nominal height of plot and road is

The Development Zone stands at
the brim of north subtropical zone. It is the costal area where East
Asian monsoon prevails. It belongs to ocean climate, with distinct
four seasons, affluent rainwater, sufficient sunshine and moderate
temperature (averaged annual temperature is 16.4 degrees
centigrade). The averaged annual frost-free period is 251 days,
sunlight for the whole year is 3000 hours, and relative humid is
75%. In summer time, southeaster and southerly surge prevail. In
winter, northerly surge and northwester prevail. The annual averaged
wind speed is meters/second. Annual averaged rainfall is
1400mm. Averaged atmospheric pressure is 101KPA.

TRAFFIC CONDITON
| Highway: |
Shanghai-Hangzhou-Ningbo
Highway and Shanghai-Sanmen Highway bypasses here. Shangyu exit of these
two highways is respectively 2 kilometers away. National road No.329 and
104 run across the Development Zone. International container transference
station and Shangyu long-distance bus station are available inside the
zone. |

| Railway: |
Multiple track of
Xiaoshan-Ningbo Railway runs through the Development Zone. In the central
area of Zone, secondary grade station both for passenger and goods is set
up. Capacity of passenger transportation is 1500 persons/day. And capacity
of freight is 1350,000 tons/year. |

|
|
| Airlift: |
The Development Zone is only 40
minutes to Hangzhou Xiaoshan International Airport and Ningbo
International Airport. It also only takes 150 minutes to Shanghai Pudong
International Airport. |
|
|
|
| Water carriage: |
The Development Zone is only
15km away from the 5000-tonnage Shangyu Port, 200km away from Shanghai
Port, and 60km away from Ningbo Port. The 500-tonnage Hangzhou-Ningbo
Canal runs across the Zone. |
INFRASTRACTURE
| Road: |
Trunk road inside the Zone has width of 40-60
meters. Roads between blocks have completed the construction. Five bridges
connecting new and old city areas are run-through. The sight-viewing road
with length 10km and width 100-127 meters is under construction. |

Power supply inside Zone is abundant.
Electrical resource is mainly from East China Electric Netting. There are
two power stations of 110KV inside the Zone now. Alternating loop power
supply is implemented. Voltage rate is 35KV/10KV and 380V/220V.ā |

| Heat supply: |
There is a thermal power plant of 24,000 KW
inside the Zone, which supplies constant heat to the Zone. Capacity of
heat supply is 270tons/hour. |

| Water supply: |
The Development Zone uses the water from
Yangpu Reservoir of Shaoxing, which accords with national grade I drinking
water standard. A fountain water plant with daily water supplying capacity
of 100,000 tons is provided in the Zone. Rich water supply is
guaranteed. |

Installation capacity of 100,000
remote-control telephone switchers provides users in Zone communication
service of IDD, DDP, etc. Series of new telecommunication services are
provided, such as commercial telegraph, data transfer, graphic fax,

| Drainage: |
Rainwater and sewage are shunted. Independent
sewage treatment system is equipped. When sewage come into the pipe
netting, it will be treated in sewage treating plant of 100,000 tons/year
before be drained. |

| Gas supply: |
The central gas station and pipe netting in
the Zone have finished construction and been put into operation, which
provide high standard natural gas to industry, commerce and residents.

| Workshop: |
The Development Zone has standard workshops
of different structure for investors to lease. The workshops are
applicable for industries of electron, garment, machine, environmental
protecting and energy-saving material, etc. |

Public facility: School, hotel, hospital, market, free market of
agricultural products, fair market of producing material, financial
building, cultural and recreational center, automobile testing center,

Caoejiang beauty spot, with green mountains and attractive pictures, is

| Standard
factory of Shangyu Economic Development Zone stands in the center area of
the zone, and covers land 1000 mu. It is designed by international mind,
managed by international mode, enjoying complete facilities, preferential
policies and wide traffic roads. There are brick standard workshops of
single-layer and double-layer varied with different areas. Single-layer
workshops stand eight meters high; ground floor of double-layer works
stand 4.8m, one floor 4.5m. The roof adopts blue steel and aluminium foil
steel wire, with central lighting and ventilation. The development zone
plans to invest 420 million Yuan and construct building area 400,000
square meters. The projects brought into the zone are mainly focusing on
electrics, information, motors, new material, environment-friendly
industry, energy saving industry, knitting, garment, biology and pharmacy,
etc. Standard factory carries out leasing, selling and investment. Foreign
business project will enjoy a certain period of preferential policies by
registration capital and leasing factory

Earth Price
Earth
price takes preferential prices by project scales. Investment density per mu refers to
relevant policies of provincial government. 1. Earth prices are preferential in
different grades by actual investment value and technical content of the
project. 2. Individual policy is taken for the projects with registration
capital above 10 million dollars.
3. Investment requirement for project land should be fulfilled according to relevant
policies of Zhejiang Provincial Government.
