POLICIES

For a project with foreign investment, which is in accordance with state industrial orientation and has a fixed asset investment density exceeding USD 200,000/mu(1mu?667m2), the land will be transferred at RMB?60,000-120,000/mu. If the following conditions are satisfied, the lower limit preference can be granted:
1. A project has an actual foreign investment of USD 3 million;
2. A project with foreign investment has been recognized by provincial or above institute as a hi-tech project.
II. If the other foreign invested projects meet the industrial requirements of TEDZ and their investment densities exceed USD 150,000/mu, the land will be transferred at RMB?100,000-150,000/mu. III. For the above-mentioned projects, if the construction starts within the contract terms and the foreign investments are in place, the paid urban construction fee will be returned to the enterprise as a reward. For important and special foreign invested projects, specific policy will be given to them as the actual situation may be.
l Reward to An Intermediary Introducing Foreign Investment

Reward standard
The intermediary who introduces foreign investors to make industrial investment in TEDZ will be rewarded according to the following standard.
1. 5¡ë of actually arrived capital as a reward for an arrived foreign investment of 1~2 million US dollars.
2. 6¡ë of actually arrived capital as a reward for an arrived foreign investment of 2~5 million US dollars (including 2 million).
3. 7¡ë of actually arrived capital as a reward for an arrived foreign investment of 5~10 million US dollars (including 5 million).
4. A high reward for an arrived foreign investment of above 10 million US dollars.
II.Implementation of the reward treatment
25% of the reward due to the intermediary will be paid when 50% of the foreign investment arrives. 50% of the reward due to the intermediary will be paid when all the foreign investment has arrived and a capital-examining report is issued by the accountant office. All the reward will be paid when the project has put into production.
III. Recognition of an intermediary
The first intermediary received by the Administrative Committee of TEDZ, who introduces foreign investors to TEDZ, will be rewarded. The internal relation between the intermediaries shall not be the business of TEDZ.
IV. The Administrative Committee of TEDZ will implement the reward treatment and the rewarded intermediaries shall not enjoy the rewarding treatment otherwise stipulated by the municipal government.
