General status and layout
Huangyan Economic Development Zone was set up as a province-level development zone by the approval of the provincial government in 1994 with a overall programmed area of 9.02 square meters, divided into the Integrated investment area, Light industry and pharmaceutical and chemical industry investment area and Foodstuff and cans area, of which the programmed area for the Integrated investment division is 2.02 square meters with one square meter on the southern side as the land for commercial houses and 1.02 square meter on the northern side as the land for industrial purpose. So far 137 enterprises have settled down in this division, mainly engaging in plastic moulds and art and craft gifts. The programmed area for Light industry and pharmaceutical and chemical industrial investment division and Foodstuff and cans division is 7 square meters and so far 1.5 square meters has been developed and there are 37 enterprises of various chemical industries inside the division. This zone area is being titled as one of "The Zhejiang Provincial Chemical Raw-material Medicines Production (Export) Bases".
During "The 10th Five-year Plan", the development zone plans to extend the Integrated investment area by 2 square meters northward, to expand the building land by 800mu in the Chemical industry area for building it into a 1800mu refined chemical industrial area in total scale, so as to form a new industrial zone of Huangyan characteristics predominated with the 4 major blocks of Integrated investment area, Chemical industry area, Foodstuff and cans area and Plastic moulds area and supplemented with the corresponding component industries.

Infrastructure
The development zone has the comparable complete basic component facilities including water supply, power supply, steam supply, telecommunications, water drainage, effluent discharge and others. One thermal power plant and one mains water company with a daily 25 thousand tons/hour water supply capacity have been built up in operation. The effluent treatment project with a daily effluent treatment reaching 80,000 tons has been smoothly put into use. The programmed total area for the Foodstuff and cans area is 1000 mu and at present the 1st-phase roads and the component facilities have been basically completed and 20 enterprises for can production have been introduced into the area. It will be built into the country's largest can production base.

Economic status
In total 180 enterprises of various types have been introduced into the zone, including the four leading industries such as pharmaceutical and chemical industries, plastic moulds, foodstuff and cans, and arts and crafts. In 2001, a total industrial production value of 2.04 billion RMB has been realized, of which the pharmaceutical and chemical industries and plastic moulds accounted for 33% and 31.3% of the total, respectively, while the foodstuff and cans occupied 20.6%. The export delivery value of 760 million RMB was realized for the whole year, of which the self-run export took for 851.88 million USD, increased by 13.54%.

Regional functions
1. Promote the adjustment of the industrial structure, form the scale effect, transfer the agricultural surplus labor force at a larger scale and accelerate the progress on urbanization.
Huangyan Economic Development Zone congregates Huangyan industrial enterprises to promote the adjustment and upgrade of the industrial structure relying upon the tow towns of Xinqian and Chengjiang, making use of the superiority of the Automobiles and Motorcycles City close on the north, and taking Zhejiang Huangyan Motorcycles Factory, Huangyan Friendship Woolen Sweaters Mill, Zhejiang Ruyi Industrial Company, Tiancheng Automobiles Lamps Co. Ltd., Shengsheng Mineral Candles Factory and other scoped core enterprises as the main body.
2. Become an important carrier of technical advancement for attracting business and introducing capitals
To adapt to the requirement of the economic development, Huangyan Economic Development Zone has been introducing the advanced production techniques and management experience with the excellent investment environment, cheap investment cost, and optimized industrial structure of the zone.
3. Develop into a political, economic, cultural, transportation and information center with regional radiation effect.
Huangyan Economic Development Zone will use the modern city programming concept to develop the new-type of industries which integrates the pollution-less high and new techniques with tourism and leisure recreation, to arrange rationally the lands for housing, public construction and afforestation to create a new city area with coordinated natural environment and industrial development.
