The development targets for the later period to come are as follows: by the year of 2010, to double the per capita GDP of 2000, exceeding US$3000; by 2020, redouble that of 2010, exceeding US$6000, to reach the level of middle ranking  developed countries, and achieve the modernization on the whole. The next five years are the crucial period for Zhejiang province to accomplish the modernization ahead of time. The major target of economic and social development is to speed up building a well-off society in an all-round way, so as to lay a solid foundation for Zhejiang province to basically accomplish modernization. There are four aspects: first, economic development should scale a new height with notable improvement in quality and standard; second, the democratic and legal system should be increasingly improved; third, an all-around and sustainable development of society should be further strengthened; fourth, the residentsĄŻ income should make a steady increase, with their living quality improved remarkably. The major quantified indexes are: the annual growth rate of provincial GDP should be above 9%, and by the year of 2007, the economic aggregate should exceed RMBŁ¤1000 billion, fiscal revenue over RMBŁ¤150 billion, per capita GDP near US$3000, and the proportion of added value of high and new technology industry to GDP should be above 10%. 15-year universal education (three years ahead of primary school till senior high school) should be in the main established, and the proportion of students receiving higher education should reach 30%. The level of urbanization should exceed 60%, while the proportion of employed non-agriculture population reaching 70%, disposable income of urban residents exceeding RMBŁ¤ 20 thousand, net income of rural residents approaching RMBŁ¤ 7000.
