Its main responsibilities are as follows:

1. To carry out the ethnic and religious policies and regulations of the CCP and the State. In accordance with the provincial situation, to formulate the concrete ethnic and religious policies, and to be responsible for drafting the local regulations; to be in charge of implementing, supervising and checking up these local regulations.

2. To guide and supervise the implementation of construction and relevant laws on  regional autonomy of minority nationalities; to coordinate relationships among nationalities, and work on what ensures the rights and interests of minority nationalities.

3. In accordance with the law, to protect every citizen's freedom of religious belief, protect religious personnel engaged in normal religious activities and safeguard the lawful rights and interests of religious bodies, and their places to hold religious activities; to promote and guide religious circles¡¯ self-education about patriotism, socialism, supporting unification of the country and  unity of all nationalities; to consolidate and develop the patriotic united front with the ethnic and religious circles; to unite and mobilize religious masses to serve for opening and reform of the
country and the economic development.

4. To organize and coordinate the investigation and research on the ethnic and religious affairs in the whole province; to study the religious situation and its trend, and put forward policy views, and guide the research on the ethnic and religious theory and policy.

5. To assist the Department of Human Resources to cultivate, educate and use minority cadres;.to organize and train cadres engaged in ethnic and religious work in the whole province.

6. To assist religious bodies to cultivate, educate and use religious personnel, keeping contact with religious personages.

7. To participate in formulating the intermediate and  long-term plan as well as the annual plan of economic and social development concerned with ethnic regions; joint with the concerned departments to research and formulate special policies and measures in the ethnic regions about the opening and reform and the economic development; to participate in the distribution, management of special loans and special funds concerned with minority nationalities and ethnic regions.

8. To, joint with the concerned departments, promote and coordinate the assistance of the developed regions to the ethnic regions and to carry out the Aid-the-Poor program.

9. To participate in studying and formulating policies and plans of education, culture, science and technology, hygiene and sports etc, involving minority nationalities and ethnic regions.

10. To attend to the visits, travel and settling downs of oversea minorities and to be responsible for the reception work of minority nationalities in other places who come to study, visit and investigate.

11. According to law, to administrate macro-management of the religious activities and their sites in the whole province.

12. To help religious bodies to conduct activities according to respective religious characteristic within the constitution and laws, and handle matters of religious bodies that require government assistance.

13. To assist municipal or county governments in dealing with emergencies and problems affecting social stability.

14. To guide the religious circles to develop international exchange on the basis of friendship; to resist the infiltration of hostile forces abroad, to publicize the national religious policies, and work in coordination with the concerned departments on foreign affairs with regard to religions.

15. To cooperate with judicial departments to expose and crack down harmful activities and the other criminal activities in the name of religion.

16. To undertakes other tasks assigned by the Provincial Government and Ethnic Affairs Commission of the State, Bureau of Religious Affairs of the State Council.
