1.To carry out "Water law", "Water and soil conservation law", "Flood control law" and so on. To make development plan and policy of water resources. To organize to draw up the provincial basin (region) plans about main rivers and streams, and supervise to implement them. To be authorized to study and draft the local regulations, rules about water administration, and organize implementation after approval.

2. To manage the water resources in unison (including sky water , surface water , groundwater). To manage, protect resources of river dykes, sea embankment and mudflats and administration of low mound , red loam. To make the development plan of water resources of the whole province and trans-regional long-term plan of water supply and demand , water allocation plan and supervise to implement them. To organize the master plan about national economy, the water resources of urban planning and great construction project and demonstration of flood control. To organize to implement permit system of fetching water and fee collecting system of water resources. To organize to issue bulletins of water resources. To guide the hydrology work of the whole province.

3. To organize, instruct and supervise economical use of water of the whole province; to organize the division of water function districts and control of wastewater discharge to the drinking water districts ,etc.; to monitor water quality of rivers, lakes and reservoirs , check  dirt-receiving ability of water areas; to put forward the suggestion of limiting the total amount of wastewater discharge. And to release relevant data and situation to the Environmental Protection Bureau in the province.

4. To work out, examine recommendation and feasible report of the large-and-middle-scale water conservancy construction projects; to organize great water conservancy scientific research and technology popularization; to make the technological quality standards and rules, norms, quotas of the irrigation works of water conservancy trade and supervise to implement them; to organize and guide the management and protection of the water conservancy projects , water areas and water fronts; to organize and guide comprehensive administration and development of main rivers, reservoirs, lakes, river dykes, sea embankment and mudflats; to manage the river and sand quarry . To organize, build and manage important water projects of controlling nature or trans-regionalnature; to organize and guide the security supervision of the reservoirs -, power station dams.

5. To organize, guide water policy supervision and water administrative law enforcement; to coordinate and arbitrate disputes concerning the use of water resources among the departments and the areas.

6. To organize, coordinate, supervise and guide the work of flood prevention, drought prevention and water and soil conservation, to be responsible for the routine work of the command post for flood and drought prevention and committee of water and soil conservation of the provincial government; to guide the flood control of all cities in the province.

7. To guide the rural water conservancy work; to organize and coordinate basic construction of water conservancy, rural electrification of water and electricity and supply of water to villages and towns.

8. To be responsible for the work of water resources science and technology, education, international cooperation; to guide the building of a team of water conservancy of the whole province.

9. To make economic adjustment measures of water conservancy ; to carry on macroscopical regulation on the use of the fund of water conservancy and cultivation; to guide the water supply, water and electricity and diversified work of the water resources trade; to research and propose economic adjustment suggestions, such as price, tax revenue, credit, financial affairs, and charging etc about water conservancy,.; to supervise the  state-owned assets of water resources of the units directly under the department.

10. To undertake other tasks assigned by the leadership of the Provincial Government.
