General status and layout Approved by the Government of Zhejiang Province in 1994, Huangyan Economic Development Zone (henceforth “the Zone” for short) was set up as a provincial level development zone, with an overall 9.02 km2 planned area, which contained three divisions, namely integrated investment division, light industry and pharmaceutical and chemical industry investment division, and foodstuff and can division. The planned area for the integrated investment division was 2.02 km2, with 1 km2 on the southern side for commercial houses, and 1.02 km2 on the northern side for industrial purpose. So far 137 enterprises have been introduced in this division, engaging mainly in plastic moulds, and arts and crafts. The planned area for the other two divisions was 7 km2, and so far 1.5 km2 has been developed, with 37 enterprises of various chemical industries settled down here. The Zone is now entitled one of the “Zhejiang Provincial Chemical Raw-material Medicine Production (Export) Bases”. During“the 10th Five-Year Plan”period, in order to spawn a new Huangyan Economic Development Zone typified by four major blocks (i.e. integrated investment division, chemical industry division, foodstuff and can division, and plastic mould division) with corresponding supporting industries, the Zone aims to extend the integrated investment area by 2 km2 northward, and to enlarge the building area of the original chemical industry division by 800 mu to construct a 1800 mu refined chemical industry division.
The development zone is fully equipped with basic supporting facilities, such as water, power and steam supply, telecommunications, water drainage, and effluent discharge etc. One thermal power plant and one chief waterworks with a 25 thousand tons/hour supply capacity have been put into operation. An effluent discharge project with a daily 80,000-ton discharge capacity is also smoothly putting into practical use. The planned total area for the foodstuff and can division reaches 1000 mu. At present, the first phase of the road and the supporting facility construction has been almost completed, and 20 can producing enterprises have been introduced. This division is expected to be the country's largest can production base. Economic status In total, 180 enterprises of various types have been introduced into the Zone, including the four leading industries, namely pharmaceutical and chemical industry, plastic moulds, foodstuff and cans, and arts and crafts. In 2001, the gross industrial output reached 2.04 billion RMB, of which the pharmaceutical and chemical industry, plastic moulds, and the foodstuff and can industry occupied 33%, 31.3%, and 20.6%, respectively. The export delivery value reached 760 million RMB in 2001, of which the self-run export accounts for 851.88 million USD. 1. To promote the adjustment of the industrial structure, produce the scale effect, transfer the agricultural surplus labor force on a larger scale, and accelerate the progress of urbanization. 2. To take the lead in advancement and implementation of hi-tech to attract business and capital. To meet the requirements of the economic development, the Zone is introducing the sophisticated production techniques and modern management experience with the sound investment environment, low investment cost, and optimized industrial structure of the Zone. 3. To construct a thriving, democratic and civilized center with regional radiation effect. The Zone will implement the modern city planning concepts to develop new-style industries, which integrate the eco-friendly hi-tech with tourism and leisure recreation, and to reasonably plan the land use for housing, public construction, and forestation to spawn a city harmonizing natural environment with industrial development.
