Hi,
 
I was defrauded by someone who resides or conducts business in Ningbo, Zhejiang Province.  I would like to take them to the People's court- Can you provide me guidance on how I shall do that?  I live in Los Angeles, CA USA.  Please give me contact details/or website of People's court.  I sent money and they never sent me my goods.
Also, would it help me to report this fraud to the Chinese Consulate here?
